COMPENSATORY AFFORESTATION

Will the Minister of



ENVIRONMENT, FORESTS AND CLIMATE CHANGE be pleased to state:-




(a) the existing system for compensatory afforestation in the country;

(b) whether the Government has established Compensatory Afforestation Fund Management and Planning Authority (CAMPA) in the country;

(c) if so, the details of the funds available in interim CAMPA; and

(d) the amount of funds released for CAMPA along with the purpose and utilisation of such funds during each of the last three years and the current year State-wise?


ANSWER

MINISTER OF STATE (INDEPENDENT CHARGE) FOR ENVIRONMENT, FORESTS AND CLIMATE CHANGE (SHRI PRAKASH JAVADEKAR)

(a) &(b) in implementation of the Order dated 29th / 30th October 2002 of the Hon’ble Supreme Court of India in Writ Petition (Civil) No.202/1995 : T N Godavarman Thirumalpad Vs UOI & Ors, the Government had notified the ‘Compensatory Afforestation Fund Managemnet and Planning Authority’ (CAMPA) under section 3(3) of the Environment (Protection) Act, 1986. In their Order dated 5th May 2006, the Hon’ble Supreme Court of India noted that the CAMPA had not till then become operational. In terms of the said Order dated 5th May 2006, the Ad-hoc CAMPA has been constituted and is functioning as of date. State CAMPAs have been constituted in all States/ Union Territories concerned, in terms of the State CAMPA Guidelines approved by the Hon’ble Supreme Court of India, vide their Order dated 10th July 2009 ;

(c)&(d) as on date, a total amount of Rs.61610860822.00 (Rs.Six thousand one hundred and sixty one crores, eight lakhs, sixty thousand and eight hundred and twenty two only) has been released to the State CAMPAs. A principal amount of Rs.358530000000.00 (Rs. Thirty five thousand eight hundred and fifty three crores) is held in term deposits with various nationalized Banks, maturing between 27th March 2015, and 27th March 2016. Appropriate utilization of the released funds is ensured by insisting on utilization of at least 70% of past releases, for any State CAMPA to qualify for further releases.
